Course Description
The seminar on the Results of the National ML/TF Risk Assessment (NRA) will provide the participants on the overview the ML/TF threats and vulnerabilities of the Philippines at a national level and the various sectors, particularly the banking sector. The results of the NRA will assist the participants in the conduct of their respective institutional risk assessments, as required under the 2018 Implementing Rules and Regulations of the AMLA, as amended, and BSP Circular No. 706, as amended by Circular Nos. 950 (2017) and 1022(2018).
The topics to be discussed include the following:
1. Threats arising from various predicate crimes
2. National Vulnerability and the various variables considered in the assessment such as the quality of the AML Law,customer due diligence framework, cross border control, criminal investigation and prosecution, and asset forfeiture etc.
3. Banking Sector Vulnerability and the various variables assessed such as quality of AML supervision, commitment and leadership of bank management, quality of AML policies and procedures, compliance level of staff, quality of operations, and the assessment of bank major products.
4. Assessment on the other sectors, particularly the Designated Non-financial business and profession sector; and
5. Terrorism and Terrorist Financing Threat Assessment.
