Course Objective

This course aims to equip participants with a comprehensive understanding of the Financial Services Cyber Resilience Plan (FSCRP) and provide practical guidance on its implementation. Participants will learn how to translate FSCRP objectives into actionable strategies, align institutional cyber risk management practices with regulatory expectations, and foster industry-wide collaboration to strengthen the resilience of the Philippine financial system against evolving cyber threats.

 

Brief Description:

The 2024 – 2029 Financial Services Cyber Resilience Plan (FSCRP) was launched to strengthen the industry’s ability to withstand and recover from cyber threats, recognizing that cyber risks are now among the most significant operational risks faced by banks and other financial institutions. As digitalization accelerates and threat actors become more sophisticated, the FSCRP provides a structured roadmap for enhancing governance, implementing baseline cyber hygiene controls, conducting industry-wide testing, and fostering collaboration across the sector. This course is designed to deepen participants’ understanding of the FSCRP, translate its objectives into actionable strategies within their institutions, and promote collective efforts to safeguard financial stability through stronger cyber resilience.

Module 1: Introduction to FSCRP

  • Rationale and objectives of the FSCRP
  • Regulatory context and alignment with global standards
  • Financial Cyber Resilience and Governance Council (FCRGC)

 Module 2: Cyber Risk Landscape and FSCRP Priorities

  • Evolving cyber threats to the financial sector
  • Lessons from recent cyber incidents (local and global)

Module 3: Implementing FSCRP within Financial Institutions

  • Governance and accountability for cyber resilience
  • Cyber hygiene: baseline controls and best practices
  • Enhancing fraud management and authentication mechanisms
  • Integrating FSCRP into operational risk management

 Module 4: Incident Response and Recovery

  • Coordinated industry-wide response protocols
  • Post-incident reviews and lessons learned
